Access to public IP camera behind Firewall/NAT

I ask for advice / help in choosing an IP camera with the following requirement:

The camera will be in a public place, access to the router is limited, there is no possibility to forward ports and do routing. You need to access the camera from the world.

Suggested solution: The camera should be able to stream video to a media server on its own after connecting to a wi-fi network.

Tell me, please, have you come across such cameras? Or take any and rebuild linux on it?

I'm afraid it will be difficult / expensive to look for specialized hardware, maybe some cameras will let you delve into their insides and install their firmware. The cheapest, supply a cheap camera with a ready-made router (based on the same dlink) with usb and there is the usual linux and 100500 options, from raising vpn to opening an outgoing connection from the camera to your server.

Thanks for answers. Just contacted ivideon.ru today. The solution is not entirely suitable - the provided cameras do not have a wi-fi module.

The easiest option is to raise IPv6 on the router via miredo and tie it to some DDNS service. I did it this way once.
Another option is to buy a server for $15 per year with white IPv4 and forward the port to it.
