How to make Agent for ip cameras?

So my bosses came up with the idea to write video from cameras and so that the camera accesses the server while vpn in the interface will not work.
Tell me where to look to try to assemble the firmware myself or develop an agent for the camera.
there is no specific model. at the moment, at least for some.
