Which outdoor router to choose for the Moscow winter?

Good afternoon.
The situation is this. Surveillance cameras should be installed at construction sites within the city. But the cameras must be mobile, ie. they will be moved around the site from time to time.
I don’t want to bother with laying the cable every time, so there is an idea to organize cameras via LTE.
Cameras with built-in LTE have poor optical characteristics, so the idea arose to put an anti-vandal box next to the camera and hide the LTE router in it, and from it via ethernet to the camera.
Actually advise a router that would survive in the conditions of the Moscow winter? Or maybe there are heated boxes?

In outdoor terminals, two temperature sensors and one heater with a fan are used for heating purposes. One sensor starts the equipment when the temperature reaches acceptable values, the second one starts the heater at a given temperature. I think you can buy from them ( cm-t.ru ) or assemble it yourself.

And what about nutrition? If you pull 220V and are going to put everything on one phase, look towards Powerline.

And also, why hook up cameras via ethernet, why not just one lte router that distributes the Internet to cameras via wi-fi? Yes, and I think there is no point in heating, there are no elements that are strongly dependent on temperature.
