A lot of unsuccessful payments from mobile operators, is this the norm?

There is a service, users of the service are far from any payment systems, so 90% of payments go through mobile commerce in micropayments of 10-50 rubles, but the number of unsuccessful payments just rolls over. You might think that users are simply not interested enough in paying, but against this theory it says that sometimes it comes to 10 attempts with an interval of several hours from one user, and they try to use different mobile operators and still the payment does not go through. At the moment we are using interkassa, maybe this is the problem? Of the obvious problems there is that the payment form is not loaded in the opera (and apparently other browsers).
Share your experience, what can be done in this situation, can you connect another payment system and which one? They also tested walletone, but it proved to be even worse than the interkassa, though they tested it for 10 hours maximum.
