You need to remove Ubuntu and install Windows 7 32-bit instead. How?

My mom's laptop has been running Ubuntu for a long time. Bought 5 years ago empty. Then some programmer screwed Ubuntu into it. At first everything worked well, after a couple of years the computer began not only to slow down and lag a lot - it was impossible to work on it. The windows take a very long time to open.
I'm a non-programmer-correspondence student, I don't understand what's wrong. I removed everything I could from it. Cleaned with all the programs that you can.
In general, now I decided to reinstall the OS, in the hope that it will help. I don't know how. There is no disk drive.
Please help the unfortunate programmer...

1. Copy all all valuable data to another medium.
2. Check that everything you need is copied and there is no valuable data left on the laptop.
3. Boot from the Windows installation flash drive. (How to make it from a regular USB flash drive - there are instructions on the Internet).
4. In the Windows installer, in the partition selection window, delete all partitions. Create new sections.
5. Install OS.
PS Although, in my opinion, it is better to deal with the causes of braking. For 5 years, the cooling system could become clogged with dust and the laptop began to blunt due to overheating. In such a situation, reinstalling the OS will not help.
