Why does a file created through IIS (php) have no owner?

Server on IIS. I created the uploads folder, its rights are Authenticated, users, admins, iusr (made full access), system.
The file is loaded using php. The file is created in the correct folder, but it does not have an owner. Why? If I manually register the owner, I can open it for viewing, otherwise
