Yandex Metrica and Reviev Adserver. Why show different statistics?

Reviev Adserver is installed on cms, and Yandex metrics for clients. The site owner's statistics show about 50,000 views and 500 clicks, while advertisers in Yandex Metrica have 50,000 views, but 5 clicks. What could be the problem? Which metric is lying?
