How to allow guests (without registration) some functions of the site?

The module is attached below, unchanged by me, it is something like a system ticket.

You send and wait for a response.
I already tried corny, to remove the privilege by groups, and so that everyone sees the full page, so that by trial and error to allow guests to leave messages, it doesn’t work ...
