Work in Belarus in IT?

Now I live and work in ECB.
Perhaps it is planned to move to a place with a milder climate (that would not be lower than -5 / -10 in winter).
Considered Sochi and Belarus in particular Brest.
Interested in everything! But for the most part it's work.
How are you doing there with pay and, in principle, with vacancies for UNIX/Linux system administrators.
In the EKB for this branch, you can have from 35,000 rubles. per month, that is, about $ 1000.
How is the situation with such work in Brest and other cities.

We have few companies that do their projects, mostly outsourcing, so for example, it is difficult to find a good job for a person (programmer) who does not know English well, for example, in my situation, they don’t even consider experience if you don’t know English at the level of communication. I think there is no work at all in Brest, maybe Epam is some kind of thread. Better go to dev.by or jobs.tut.by and see what is there.
As for winter, it sucks, worse than winter, probably nowhere at all.

I have been living in the Republic of Belarus all my life, for half a year I have been working as a Windows admin / enikey worker (I had no experience before, I had no relevant education either) in a medium-sized organization, very far from IT. I get $450. In the future, it is planned to give me the administration of Linux web servers of the company here as a load with a corresponding increase in salary (most likely it will reach a thousand). So the $300 salary cap is fiction, at least in IT.
Periodically I look through the vacancies of administrators. Most of all "from the start" they offer UNIX / Linux administrators (especially when the specifics of the work involve the administration of web servers). I have not seen salary below $800 in such vacancies. Windows administrators are not particularly valued: they mostly work in the helpdesk of large companies with relatively low salaries.
There is almost no work in the regions, everyone goes to the capital. But in the capital there is a lot of work, especially for IT people.
By the way, our winters are cold: last winter it was up to -33 in Minsk.
I am not from the Republic of Belarus, but they say that the salary that their economy can afford is up to $300, everything that is higher, as a rule, desks with the attraction and flow of money from outside the republic.
In Gomel (local Sochi), January-February is usually around -10, for a couple of weeks it can be -20. The north is even colder.
It is not worth moving to Belarus because of the climate.
