Windows PC management without AD?

Hello! Maybe someone successfully solved just such a problem: you need to manage many Windows PCs that are not connected to a domain? Computers can be accessed through VPN tunnels.
Among the tools we have:
Zabbix, Kaspersky Anti-Virus with a control center, a self-written service through which software is installed. There are also pstools and powershell + ansible.
This whole zoo does not always perform its functions correctly, there is no convenient management console.
I would like to remotely install software, updates, monitor security on a PC, roll up policies, execute remote commands.
Maybe there are some convenient tools for managing non-domain PCs?

1. Raise sshd and execute console commands remotely?
2. Log in under local accounts. You can create a separate admin account everywhere with one password and you can do it without AD.

Why such difficulties, if there is already a Casper control center? He knows how to install software, in the presence of an extended license, and also act as WSUS.
