Windows OEM transfer?

Is it legal to transfer OEM Windows 7 that comes with one laptop to another laptop that was previously taken without an OS?

No. The OEM license is included with the specific computer. Transferring to another is unacceptable (in terms of legality).

Rather narrow. The company that sold the computer and distributed Windows, in this case, will be the assembler. A technician who is not related to the seller cannot be considered an assembler.
