Will there be a difference in FPS?

There is a slot on the motherboard PCI-E 3.0 (x16). For a number of reasons, you need to plug the video card into a PCI-E 2.0 (x16) slot, but operating in x4 mode. Will there be a significant difference in FPS in games?
The video card supports maximum PCI-E 3.0 (x8) - ROG STRIX-RX460-O4G-GAMING.

questions like this are amazing. If you have a need, what prevents you from measuring how it was and how it will become, what your “for a number of reasons” will tell you here will still not go anywhere =)))
ps It depends on the game, but most likely fps will not change much.
