Windows Licensing: Documents available but no stickers - can I use it?

The situation is as follows:
There are 41 Windows 7 Pro academic licenses, but no stickers.
There are documents for the system: an invoice and an act on the transfer of rights to the software. It looks like this:
GJC-00377 Software rights Win Starter 7 Russian OpenLicensePack NoLevel AcademicEdition Legalization GetGenuine - 41 pcs.
FQC-02306 Software rights Win Pro 7 Russian Upgrd OpenLicensePack NoLevel AcademicEdition - 41 pcs.
This is a real buying scheme: buying a minimal edition of Windows and upgrading to Proshka, it still exists.
The problem is that, as far as I understand, there should be stickers from Win Starter 7, but in fact there are none. By the way, the corporate key is also available and it is valid, but here is a screenshot from the Microsoft personal account:

There is also a blue package of Microsoft Open License, it contains only FQC-02306 upgrade, not a starter.
UPD: But I also found a blue MS Open License bag with 41 starter licenses. But there is only a Microsoft certificate; there are no stickers.
Actually, the question is: is this all enough to confirm the legality of using the system, or should these documents be thrown into the trash and purchased in a new way?

Stickers are not of interest to inspection bodies. Financial documents proving the fact of acquiring licenses are important to them. No one will go to the workplace to search the system engineers for stickers, all issues are resolved without leaving the accounting department (usually without leaving the manager's office).
