Is it legal to teach how to write security testing software?

Hello. I teach python at Sberbank and MTS. I decided to launch a course on the Internet on the topic of security testing in python. Roughly speaking, I will teach how to write programs for brute force, botnets and other things. How not to catch the deadline for such a course? How to properly write a disclaimer and that all software that will be written by students is supplied free of charge, as is, for informational purposes and can only be used for resources that allow penetration testing?

Unauthorized and authorized - do you understand the difference ?!
I wrote a brute, tested it on my own or educational demo-stand ( be sure to take a receipt for the provision of authorized access from the teacher! ) - everything is fine.
Tested brute (program) not authorized - article 273 of the Criminal Code of the Russian Federation is applicable.
