Windows 8.1. Out of memory error. What to do?

The problem is this.
There is Windows 8.1, x64, licensed.
Because of the paging file, the hard drive was wildly slowing down, and with it the system.
I tried to turn it off, the benefit of physical memory is 6 GB.
Work has become faster - but the error "not enough memory" often crashes.
Sometimes it even kills running programs.
It shows that there is 1.8 GB of free memory in the system.
What can be done?
