How to forbid deleting a folder, but allow changing files in it?

Good afternoon!
Is network connected at all users of the domain.
There is a folder on the disk for which you need to:
- Prohibit deleting all subfolders inside it
- Prohibit creating new folders
- Allow creating new files
- Edit all files
Now the situation is this.

In your picture, the opposite is done, it Удалениеis allowed - prohibit (!), And Удаление подпапок и файлов- allow or prohibit, do not leave it to the "automatic". Do the same for "objects and containers inside this container". Plus, in the upper field there is a choice of what to apply to, "to a folder", "to a folder and subfolders", if you are only interested in folders, but not files, then the second. Well, or only to subfolders, if for the "root" - other settings.
Prohibitions take precedence.
Lack of permission is not exactly a ban.
