Bought 32-bit Win 7 HP. Is it legal to use this license on Win 7 HP x64?

As far as I know, if Windows retail - x32 or x64 does not play a role.
If OEM x32 is purchased, then you will have to buy the entire system again.

You should have two discs in the box - with 32 and 64-bit versions.

Personally, from x32 to x64 (and vice versa) did not fit me. But she was an OEM

Just checked.
A freshly purchased (more precisely, a year or two packed) OEM Win7prof x86 license came up when installing Win7prof x64 and was successfully activated afterwards.
