Here are a few points:
1. If the malicious program works with the rights of the local admin or system, then it can, of course.
2. Through the Windows interface, system logs can only be cleared. Whether there is an opportunity in the API to perform the removal of individual events, I do not know. If there is, then viruses can do it, if not ... then they can too :-), but it's much more difficult.
