The essence of the question is this: some characters (` ~ ' ") are entered only in pairs, i.e. you press the quote mark once - no reaction, press it a second time - two are displayed at once. So in all programs where there are input fields, cmd, browsers, etc. I thought about Punto Switcher, cut it out - it did not help.

I don’t remember exactly, but on the previous ones such garbage happened because of the layout ..
go to the layout settings, there you either need to select international, or vice versa turn it off
