Why cuts traffic even though VPN?

Good afternoon.
The situation is as follows:
Host-ubuntu (openvpn + leak protection, checked wireshark - not a byte to the side)
Virtual-windows (openvpn inside)
That is, OpenVPN goes two times one after the other (one on the host, the other on the virtual machine)
VPN speed from the home provider on a virtual machine (second in order) - 10kb / s
And if you distribute it through a mobile phone - 30 megabit / s.
And on the host (ubuntu) everything is in order and so and so.

What could be the problem?
The traffic is completely wrapped in a VPN and, in fact, nothing should depend on the WIFI access point, but here it turns out differently.

home provider: VPN (normal speed) -encrypted -> VPN (bad speed)
mobile provider: VPN (normal speed) -encrypted -> VPN (normal speed)

I in this situation would necessarily check up on the third provider. Then there will be a definite answer. And it will need to be explored.

Faced exactly the same problem. At the same time, everything is fine at work and on the mobile.
Provider well-comm.ru (Moscow region, Lytkarino).
