Windows 10 IOT and Raspberry Pi. Am I understanding the concept correctly?

Good afternoon. I want to build a smart home system. For sensor bundles there will be Arduino, then I will send data from Arduino to Malinka. And on Malinka already process them, but I came across information about Windows 10 IOT, looked at YouTube videos, read articles and did I understand correctly that Microsoft provides, relatively speaking, a bare Windows kernel with a graphical shell and all the software for the Raspberry Pi to work will need write yourself?
