Why did desktop rotation stop working in Windows 7?

Hello connoisseurs!
On a Windows 7 laptop, I used to use the Ctrl + Alt + arrow keys to rotate the desktop. Then, somehow suddenly, this method stopped working.
What can be wrong? How to fix?
There is a suspicion that this could be affected by connecting an external monitor, which I began to use sometimes, but I'm not sure about this.

this keyboard shortcut is used in the settings of the Intel video card driver. some time ago in new drivers they disabled this feature by default, enable it manually.

This is not done by Windows, but by the video driver (or some utility from the beech manufacturer or a third-party program in general), check the hot keys in the control panel - they are enabled and assigned correctly.
