Why does Windows render fonts poorly?

This is what the Graphik font looks like on Windows, tested on Chrome and Edge:

The following rules don't help:

text-rendering: optimizeLegibility;
-webkit-font-smoothing: antialiased;

But it fixes the problem perfectly
transform: rotate(-0.03deg);
. Maybe there are more ethical options than rotate?

This font https://type.today/en/Graphik ?
According to the link on Windows (10), everything is rendered OK.
It can be assumed that you have a downloaded / somehow converted version somewhere.
Try another converter, or buy a font.
