Eh ... there are so many different options ...
You can use a third-party sound management program. Write a script that is executed when the workstation is blocked. Create a script in AutoIT... and so on and so forth.
I won’t tell you the names of the programs, I already forgot, look for something with the name Sound.
Here I found the Mute utility - I just did this in WinXP, I knew how to start with parameters (if I'm not confused).
