Win cURL with cmd throws an error "curl error:14077410:SSL routines:SSL23_GET_SERVER_HELLO:sslv3 alert handshake failure" what's the problem?

By the way, through the browser everything is fine, and a green shield is shown in the corner. Maybe kurl doesn't know how to work with sslv3 yet? The server has a ssl from cloudflare
