Win 7 working table, labels for icons. How to change the font from white to black?

Windows 7 Home Basic - desktop, icon captions. How to change the font from white to black (it was once, did not find how to return it)? Item "Personalization" - missing in my Windows 7.
Thank you.

It's strange that he's missing. Alternatively, you can make all the settings on another computer, save the .themepack or .theme and apply.
.theme can be opened with notepad and manually rummaged there - in fact it is a text config .
.themepack - cab-archive with pictures, fonts and thus .theme inside.
It is possible that something is done through the registry.

Found, with help. my crooked translation from https://answers.microsoft.com/en-us/windows/forum/... here's what: if you change the color of the "Desktop" element (from dark to let's say white) in the "Classic" color scheme (mine), then the captions to the desktop icons will automatically change from white to black.
