I will describe my experience: I had
Win7 Pro x64, updated it through MediaCreator to 10 without connecting small-sized accounts.
Plugged a completely separate hard drive into the computer. I installed clean Windows 10 Pro x64 downloaded through the soft MediaCreator. Wherever the serial number was asked, I clicked "Skip". After installation, as soon as Windows saw the Internet, the system activated itself without the introduction of any keys. I did not connect a small soft account, I used a local one. Motherboard with UEFI support, but legacy boot costs, i.e. secure boot is disabled.
I am sure that in Windows 8/8.1 the situation is similar.
This is where the question needs to be clarified. If we are talking about a laptop with pre-installed win 8, then do the following:
1. If the laptop was preinstalled with just Windows 8, then you just put 8 not 8.1
2. Install the pkeyui utility, run it, check the MSDM checkbox, write down the key
3. Call Microsoft's TP, say that you changed the hard drive and problems with the activation of Windows.
Next, say that you pulled out the key from the BIOS, dictate to them and they will tell you exactly which image you need to download
(OEM or retail and what is its SKU - CoreSingleLanguage or CoreCountrySpecific or even another)

5. Make a bootable flash drive.
6. In the BIOS boot settings, disable Secure Boot and enable Legacy Boot.
Or in the boot menu there will be a choice of just a flash drive or UEFI and then the name of the flash drive (choose UEFI)
7. If everything is numbered, then the system will take the key from the BIOS and will not ask for it.
8. If it doesn’t work and the system either doesn’t accept the key at all or is installed but then doesn’t want to be activated,
we climb into the sources folder on the installation flash drive and create two files there: ei.cfg and pid.txt
Content of ei.cfg:

EditionID is the edition of the system, sometimes Core or Professional,
Channel is the distribution channel, sometimes OEM or Retail,
VL is a sign of corp. version, sometimes 0 or 1.
The above example is the norm for laptops, basic OEM Windows, not corporate.

9.After installation, activate the system - if it is activated, then everything is fine, if not, then you downloaded the wrong distribution.. Next ,
you download all the updates to win 8, then through the store you update to 8.1 (it won’t work right away, updates are needed) and 8.1 is already updated to 10.
As far as I know, this is the only way to get a win 10 license with a win 8 key. I got it all
