What to do if .NET FRAMEWORK 3.5 is not installed on Windows Server 2019?

The program requires .net framework 3.5 (package with 2.0 and 3.0)! Tried different ways, they all ended in failure. What should I do?! Thank you in advance for your response!

Perhaps the .net framework 3.5 relies on the implementation of older versions of WinAPI, which Windows Server 2019 is not considered to be

You can try installing Mono instead of .NET (after trying it locally first).
