Will the switch to winter time take place on October 28?

The natural date for such a transition would be the day of October 28 (previously it would have been used to switch arrows in the fall). This day is drawing near.
And what? Did this legislative initiative become a reality or was it rejected by the State Duma? I have not come across any news on this topic lately, and meanwhile October 28 is this Sunday, so it's time to know.

“I was informed that the government took a week-long time-out to discuss this issue,” Kalashnikov told RIA Novosti.
He did not rule out that the return to winter time could still take place this year. Kalashnikov noted that the hands of the clock do not have to be translated on the last Sunday of October, since "this date is conditional."
