Will the bp pull out the video card?

I have a bp, a photo of the character below.

If it is indicated that you need 350 watts, and you have 400, everything will be fine. I agree, for your PSU - 400 this is the maximum load, but the video card does not consume 350W either. Manufacturers have taken into account all these tolerances and peak loads in the requirements.
In general - without heavy loads for the system - it will pull without major problems. As an option to sit out temporarily will go. But it is better to think about purchasing a 500 watt block.
