Will the billing address I entered when I purchased the Google Play Console affect my Billing Profile?

I am a citizen of Russia, but I have been living in Armenia for almost a year (no residence permit). I have a card and an account for it in an Armenian bank BUT when registering it (card), I was forced to indicate my Russian address by registration and not the actual one (Armenian).
I made an application and I want to put it on the Market (for a fee). To do this, you need to buy a console and set up a billing profile.
And here a difficulty arises: according to the conditions of the country boards. profile = physical address = country where the bank account is opened. And when you buy a console, you need to enter card details and a billing address (the one that is specified when creating a card and account, i.e. Russian).
What do i do? Is it necessary to enter Russian in the billing address field or is it not important (Google will not dig and check) and can I enter my actual address (Armenian) there?
PS I have receipts proving my connection with the actual address.
