Will GEO push notifications work over GSM?

Colleagues, the question is who is technically versed. The mobile application for android and iOS was installed by 100 people in the city of Moscow and the city of St. Petersburg. All of them have GPS OFF, the geo-positioning button.
The question is, but they are still tied to some kind of GSM tower that has GPS coordinates (let the radius be 3.5 km is not scary) or at least the IP by which the Google GCM and Apple Push Notifications servers can determine the location.
I will send a push notification by making a GEO location of the city of Moscow, tell me if users will receive it (I repeat if their GPS is disabled)?
