They replaced the hardware under warranty with Alcatel OneTouch Idol 2s. Imei has changed and can't be unlocked. What to do?

I have Alcatel OneTouch Idol 2s. In the phone, the board was changed under warranty, IMEi was replaced, and it is not possible to unlock so that you can use SIM cards from other operators (I have MTS).
That is, it does not accept any SIM cards, except for Beeline. I turned to the Beeline store, they said that the new Imei had not yet appeared in the database, it was already the 4th day.
In ss, where it was repaired, they also do not know anything. They made a request to Beeline, they were told that there was no way to unblock it, and they say, buy a Beeline SIM card.
Did the service center have to give an act of completion, and / or any documents for replacing the board? And where can I get a new unlock code for a new IMEi, which is not in the Beeline database ..?

@Mfry

Submit an official unlock request. In parallel, ask for clarification from Rospotrebnadzor. By law, you are required to unblock it on demand. You can give it back to the service, squinting under "why doesn't it work again?".
There is no point in contacting Beeline stores - they do not decide anything there. Write a problem on twitter, mentioning @Beeline_RUS, they respond quickly.
