Mobile Internet Peter-Moscow?

Hello.
Tell me which mobile Internet and operator (3G / 4G) to choose for data exchange between two laptops on Debian, in Moscow and St. Petersburg. Of course, the priority is Linux compatibility and transfer speed.

Beeline with a SIM card purchased in Nizhny Novgorod.
The trick is that "Highway 30 GB" on a Nizhny Novgorod SIM card costs 590 rubles per month (with night anlim), and on a Moscow SIM card 1150 rubles per month (and without night anlim). At the same time, Beeline does not have roaming for the Internet, with the exception of the Kamchatka Territory, the Magadan Region, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the occupied territories.
That is, taking a Nizhny Novgorod SIM card, you will receive more for 590 rubles per month than on a Moscow one for 1150 per month.

To be honest, a year ago or a little more, an iota worked very well for me, I'm not sure how she is doing now.
But in the same Novosibirsk over the past year, it has been getting worse and worse.
