Will an external sound card help with noise?

The recording was made with the microphone disconnected from the PC. The sound card is built into the motherboard. Will an external USB sound card help in this case?

It depends on which model of sound card and which microphone. Guaranteed low noise can give a USB audio interface with good preamps. The cheapest good solution in the recording segment is the Focusrite Solo.
