Will a 23 inch IPS monitor work on a laptop?

I want to buy a monitor 23 inches with IPS and a resolution of 1920x1080.
Available laptop with Core i3 3217U 1800 MHz processor, 4 GB DDR3L memory and AMD Radeon HD 8670M video (1024 MB GDDR3).
Will everything work without lags? (both the computer and the image on the monitor).
Who has experience with connected monitors - what do you say?

MD Radeon HD 8670M (1024 MB GDDR3)

4K certainly will not pull, but FullHD is normal. Unless, of course, you play with toys.

Right now I’m working like this, only on a 23.8 monitor, everything is fine, nothing lags, but I repeat the same thing as in the answers above, you won’t play.
