Wild brakes of some Windows 8.1 x64 flash drives, how to fix it?

The problem arose for a long time, managed to get fed up.
The bottom line is: some flash drives are wildly stupid. This is expressed as follows:

  • Only small files, up to a megabyte, can be copied to a USB flash drive. In a second, the progress bar reaches 100%, after which it hangs for 10 seconds.
  • Larger files hang at the very beginning. For example, a progress bar can reach 15% and freeze like this for a time equal to infinity.
  • It is not possible to format the flash drive. The formatting utility (any) freezes at the very beginning of progress.
  • Memory tests show that almost all sectors on the flash drive are broken and non-working.

This situation is observed only with some flash drives, while there is no dependence. That is, the brakes do not depend on the manufacturer, the amount of memory, the file system. Also, the brakes do not depend on which USB port I insert it into. Whether it's an external hub, the front panel of the system unit, or straight into the motherboard.
And most importantly - the brakes are observed only on a specific computer. On others, these flash drives work like clockwork.
What I tried:
  • I searched the registry for any mentions by device code and deleted
  • Removed from the task manager both the flash drive itself and all kinds of USB hubs in the system.
  • Updated chipset drivers

The problem is also observed when booting Windows in safe mode. But, let's say if you run Ubuntu from a LiveCD - again, everything works fine.
There is no desire to reinstall the system - everything else works fine.
Please let me know what it could be and how to fix it. Thank you in advance for your replies and apologies if this is off topic. Other places didn't help.

USB3?
I had a similar problem with only one flash drive. It helped to change the type of USB connection in BIOS to compatible with USB1.
