One of the possible reasons may be that, starting with version 4.1 on android tablets, for some reason it recognizes that it is connected to a computer and turns off charging.
All the solutions I've seen come down to tricking the device.

1. Take the USB A wire standard to USB A micro (both male)
2. Plug one end into the laptop
3. Plug the other end into the tablet
4. Charge.
Above is the exact instruction on how to charge a tablet from a GNU / Linux laptop (should work for a Windows laptop, but I can’t check, I only have a dashing laptop at hand)
The tablet will charge if the USB is powered (0.5A for USB2 or 1A for USB3).
This means that the laptop is not supplying power to the USB port.
