Why won't Windows8.1 install updates?

Why does a freshly installed Windows 8.1 x64 fully licensed not install updates from the update center? There is an endless search, it can calmly last 12 hours. Prior to that, the same Windows from the same disk was installed on the same computer and everything worked. Reinstalled 15 times, even tried another image.

Try updating with WSUS Offline Update first , and then try running the regular Update Center again. On two real systems (Vista, 7) and one virtual machine (8.1), I only managed to update normally.
