Why won't the new computer start?

The situation is this: I collect a new system.
processor i3 9100f
mother MSI H310M PRO-VD PLUS
and ASROCK H310CM-HDV
video card inno3d gt710 crucial
memory 8GB
after system assembly does not react in any way, the coolers spin, but the monitor does not light up, and the bulbs on the keyboard do not light up either. reacts to the lack of memory, squeaks.
the processor does not have its own video, so the video card.
what I did: I checked the video card and power supply, they work on another system. Same symptoms with other PD.
the most obvious, tried another mother - the same song.
please help me to understand the reason.

on the official website for your motherboard, support for eighth generation processors is declared, and you have the ninth. Most likely, flashing to the latest BIOS version will help.

Are you sure you have an i3 9300F?
Because Intel did not detect such a processor - 9th generation Intel® Core™ i3 processors
in addition, this processor, if it exists, is not supported by motherboards, see:

PS: and if some processor is not in the list, updating the BIOS is unlikely to help, because. these lists are compiled taking into account all BIOS
you need to check motherboards with a simpler processor, obviously working, somehow - G4xxx at the
same time check the BIOS version and it must be at least the one indicated in the table (See links above)
also, there is suspicion that...
- the integrated graphics are enabled in the BIOS and the external graphics do not cling automatically ... i.e. disable BIOS
plugin - GT710 doesn't want to run on PCI-E 3.0 x16 interface (although it's unlikely... :-/ )
