Why won't my MacBook Air pair via a thunderbolt to thanderbolt cable with an iMac in Target Display Mode?

Available for MacBook Air (13-inch, 2017), apple 2 m thunderbolt -thanderbolt proprietary cable and IMac mid 2011 (21.5 inch). I connect them to each other via a cable, press command F2, and silence. In the system report in the thunderbolt tab, he does not see the connection. Also in network settings.
Both ports work. Both computers see MacMini through the same cable (IMac - in external display mode, MacBook sees the connection and can be used as virtual storage), i.e. the cable is in working order. Both computers are connected to the TV via a thunderbolt to HDMI adapter. Both are running the latest High Sierra firmware.
What could be the problem?
