Nothing helps. After turning on the power supply, the power supply turns the fan inside, but the computer itself does not turn on. Neither the lights nor the fan come on.

After turning on the PSU, nothing should happen, the cooler on the PSU does not turn on until you press the PC power button that is connected to the motherboard.
Check that the power supply wires are connected correctly.
If you all the same meant that you did not turn on the PSU, but the PC, and after turning on the PC, the fan in the PC spins, you should start by checking the BIOS version and its compatibility with your processor.
