Why is the video card artifacting?

There is an AMD Radeon RX 590 video card
. There are two regular 75Hz monitors, both connected via HDMI.
When you start any toy in full screen mode, artifacts begin to slip. After exiting the game, everything also artifacts, unless one of the HDMIs is reinstalled.
If you play a toy or load the vidyuhu with a furmark at 100%, then the artifacts disappear as soon as the load stops, the artifact will again.
Artifacts appeared after updating the firewood to the latest version, after the rollback everything worked fine, but then a patch was released - it was updated, everything was the same, but the rollback did not help, as well as the demolition of all drivers and the installation of different versions.
At random, I managed to find out that the artifacts disappear if you set 60 Hz on one monitor or if you use only one monitor.

The problem was still in the drivers, this problem was fixed just yesterday (efficiency).
And there were artifacts because FreeSync was enabled on both monitors.

It's probably broken and needs to be repaired.

I had a similar problem, I connected another monitor and it helped.
Well, or it's really in the video card and you have to go for repairs.
