Why doesn't the monitor turn on right away?

Hey!
After replacing the video card, the computer emits a long beep when turned on, after which the system boots, but the monitor does not.
Before replacing the video card, the monitor could simply be cut down at some time, after the video card burned out.
From the third time, it happens, it will work.
I ran around the forums, they say that capacitors on the PSU are a common cause.
What else can be checked for sure to identify the cause?

Connect another monitor, if it works fine - disassemble your monitor, look for swollen capacitors ...
If the situation does not change - install another video card.

BIOS beeps - here, in accordance with your BIOS, look at the decoding. It turns out that either memory or power supply, or a video card.
Try to borrow a working PSU from a neighbor to start with.

I met this on the forum - the video card turned on with a delay.
It was decided by replacing the vidyuhi under warranty.
Try to turn on the computer, as it beeps (most likely it does not find the vidyuhu) - press reset. The computer should turn on normally.

If the monitor has a built-in power supply, then disassemble the monitor and visually inspect the capacitors, mostly the faulty ones will be with raised caps. Although even seemingly normal can lose its properties, then you need to re-measure, but basically it is enough to notice those that are visible visually. If the PSU is external, then either look for a similar one and try to check if the defect has disappeared, or disassemble it and look at the capacitors

It looks like the symptoms of a "singed" vidyuhi, it is appropriate to check in this direction.
