Why is xdebug not installed in PHPStorm?

I'm trying to get debugging done with xdebug in PHPStorm 2016.1.2 .
Win10 x64 OS, tried different xdebug versions -
php_xdebug-2.1.4-5.2-vc9.dll
php_xdebug-2.4.1-5.4-vc9-nts-x86_64.dll
php_xdebug-2.5.5-5.6-vc11-nts-x86_64.dll
php_xdebug-2.5.5-5.5-vc11-nts-x86_64.dll
The problem is that in the Settings - Languages ​​and Frameworks - PHP - Interpreter - ... settings window, instead of choosing a debugger, there is an inscription Debugger: Not installed.
Has anyone experienced this? What could be the problem?

The first laptop uses the PM45 Express Chipset, if the second one has the same, then it should work.

PHP 5.4 is certainly strong. Perhaps you have PHP built with Thread Safety, so you need to download Xdebug with ts for 5.4 .
