Why video slows down in Google Chrome?
For some time now, on Windows 10, video has been slowing down in Google Chrome. Brakes appear already at 1080p. At 1080p60fps it still slows down even more. The problem is in all players (Adobe Flash and HTML5). Edge doesn't have this issue. Also on the same PC, in Ubuntu, videos in Chrome play without any problems. Attempts to enable/disable hardware acceleration did not work. Hardware: CPU AMD Phenom x4 9550, GPU Nvidia 9500 GT, RAM 3GB. Naturally, all drivers have been updated from the office. sites.
Also on some sites (Twitter/Google+) their interface is too slow. In Chrome, on Ubuntu, there is no such problem.

It helps to install an extension for chrome that forcibly translates from the vp9 codec to h264, for which hardware acceleration is supported
Most likely, the bottleneck here is RAM.
Ubuntu is less demanding on it, unlike 10 + Chrome on Windows loves to consume it (it's not for nothing that Edge manages to reproduce with less consumption without lags).
But this is just an assumption and a suggestion to try to clear the RAM to the maximum and check the playback again
And I think it's in the Chrome plugin for the video) I remember reading somewhere (When I googled why my flash game lags for reaction training), that in chrome instead of a flash there is some kind of ingenious plugin.
I solved the problem by turning off the native Chrome plugin and, as a third-party plugin, rolled up the original flash player.

The same problem... Rearranged system. Installed the latest video card drivers. Tried different versions of the Flash plugin. All "on-drum". Just stupidly does not turn on hardware video acceleration. As soon as the performance of the processor is not enough, the brakes begin. This is clearly visible in the task manager. Tried on two systems - Windows 8 x64 and Windows 10 x64. There is only one way out - to install FireFox or use Edge ... Everything works there. And yes... There is no such problem on Ubuntu.
