Why through time lets the user on RDP?

Worth windows server 2008 r2 until yesterday everything worked fine. No updates were made, nothing was installed. Now it starts up users via RDP from 2-3 times, or even from 5. Writes initialization of the connection and nothing happens. Firewall turned off, firewalls too. Useless. There is nothing unusual in the system logs.
