Why there are no programs with a console interface on android?

I was very surprised by the lack of console programs for android, especially after desktop linux distributions. I didn’t even find control from the android console with such a popular program as titanium backup. What is it connected with?

Because android is not a linux distribution. This is a separate OS based on the Linux kernel, with its own ideology and API. In the ideology of android applications, there is no place for console applications, alas.

Because there is no keyboard. And without it it is very inconvenient. There is a terminal, if you are interested - just what will you do with it? I only need it for ping / ifconfig and then there are more other things for this

Well, because android is designed for tablets and smartphones - devices that do not have a keyboard.

Well, that's exactly what we're talking about.
Android is an OS for mobile devices, not desktop.
If you need console management, you need to look at just desktop OS - Windows, various Linux-based OS like ubunta, or redhat.
