Why might the computer not start even though the fans and lights are on?

Good afternoon! Help me please.
Yesterday I bought a motherboard and a processor (gigabyte ga-f2a88x-d3h, amd A10 7770), put the old ones in my computer (in total it turned out - 4 sticks of 2Gb memory each (1 samsung and 3 kingston), a power supply for 800 w (thermaltake tr2 -800ah2nfb)) launched and nothing happens except that the fans are spinning and the green light is on. The monitor, which is from the built-in video card, which is from the radeon hd6800, determines that it is connected to something, but there is no signal. I tried to take out the memory one by one - nothing happened, if all the strips are pulled out, then the mother starts to squeak, tried to reset the BIOS, pulled out the battery for 15 minutes and even tried to change it to the one from the old motherboard - everything did not work and did not give any results ... Tell me what could be the problem?

Did you connect the processor power separately? It was not on the old mothers, it is on the new ones, according to the symptoms it seems.

проверьте:
Самое вероятное - к материнской плате не подключён 8-и контактный (4х2) разъём питания процессора
Возможно, 24 или составной 20+4 (10х2+2х2) разъём воткнут не до конца
Не подключено дополнительное питание к видеокарте, 6 контактов, 3х2
Возможно, перепутан контакт кнопки питания с перезагрузкой или каким-нибудь индикатором. Поищите в интернете нужные контакты и замкните отвёрткой.

Most likely the processor was crooked or the leg was bent, try to remove it and put it back together with cooling

How can you be sure all components are working? At a minimum, you need to connect the PC-Speaker and listen to whether it beeps at startup or not. Just because something is bought in a store does not guarantee that it will work. You need to test each component separately with other 100% working ones.

Did you try to assemble on a table without a case? There was once a case that they put the mother in the case, and there was an extra rack and it’s all good that the service accepted it under warranty.
There may be a problem in the periphery and a couple of times I had a case when, due to a broken mouse wire, there were similar symptoms. Try it without peripherals, or better yet, assemble it on the table, only a PSU, a motherboard with memory and a processor, and a monitor.
