Why is Windows not set to automatically hertz the screen, compared to the prefix android?

It automatically adjusts the hertz of the monitor / TV depending on the frequency with which it broadcasts, for example, a channel in iptv. But why then does no one think about it on windows, watching iptv through the VLC player, for example?
